No. This is a misconception spread around the internet by people who do not understand Human Design or its underlying systems, and want to be contrarian for the sake of attention. 

In order to be considered cultural appropriation, there are two requirements, at least 1 of which must be met in order to consider a practice appropriative: 1, the tradition or practice is closed to those not of the originating culture, or 2, the practice by outsiders is harmful to the originating culture.

As an example, burning white sage and calling it “smudging”, for example, is cultural appropriation, since it is both a closed practice - i.e. the Diné (Navajo) people have asked outsiders not to do it - and it is harmful to the originators of the practice - due to the over harvesting of the sacred plant, they are unable to continue their ancestral practices.

The I Ching is an ancient Chinese system for understanding reality, often used in divination. It is not, and never has been, a closed practice - it is a fundamental mathematical representation of reality. Nor can it be considered harmful for non-Chinese people to study and use the I Ching.

Nor is the Kabbalah Tree of Life a closed practice. Hermetic Kabbalah is often confused with the mystical Jewish devotional practice by the same name (which is, in fact, a closed practice), with which it shares many similarities. However, this system is the foundation for Western Hermetic magic, particularly the Golden Dawn tradition, and is open to all who approach it with respect. 

Finally, the Hindu Chakra system is a widely adopted practice within spiritual traditions. It is neither closed to non-Hindus, nor harmful to Hindus for outsiders to practice.
